Smooth re-opening of School Term III 2016-2017

The Honourable Anthony Garcia, Minister of Education is expressing his satisfaction as thousands of students returned to the classroom today after the two-week Easter vacation. “It’s a smooth reopening of school for the last term of the academic year 2016-2017. We are satisfied that all efforts were made for a successful return to the classrooms,” he said. Since assuming office in September 2015, Minister Garcia has ensured a complete state of school readiness resulting in the opening of all primary and secondary schools. MINISTRY OF EDUCATION RESPONDS TO COMMENTS BY THE TEACHING SERVICE COMMISSION BEFORE THE JOINT SELECT COMMITTEE

The Ministry of Education wishes to place on record its position with respect to the filling of vacant administrative positions in primary and secondary schools across the country. The Constitution of the Republic of Trinidad and Tobago, gives the Teaching Service Commission (TSC) the sole responsibility to appoint, promote and transfer offices in the Teaching Service. The responsibility of the Ministry of Education lies in forwarding all the necessary information to the TSC with the quickest dispatch. The Ministry takes its responsibility seriously. It should be noted, that the Ministry of Education, is proactive and advertises all vacant administrative positions at the commencement of the year for all vacancies due to occur up to the end of that calendar year. All applications with the necessary attachments are forwarded to the TSC upon receipt.

CLARIFICATION ON THE TRIBUNAL MATTER CONCERNING THE TRANQUILITY SECONDARY SCHOOL

The Ministry of Education took a decision to discontinue the matter of alleged misconduct by six teachers of the Tranquility Secondary School after several years of repeated adjournment of the hearing. Given the recurrent delays and adjournments since the incident and the initiation of tribunal the decision was taken by the Ministry of Education to preserve the integrity of the tribunal process. In the High Court Action 1002 of 2004: Anthony Leach versus The Public Service Commission, Justice Judith Jones ruled that after a period of four (4) years of the Commission’s failure to determine a matter, the undue delays constitute to a breach of citizen’s rights to a fair trial. In another matter, the Privy Council ruled that the Courts must balance the fundamental right of the individual to a fair trial within a reasonable time against the public interest in the attainment of justice.
