Mr. Gregory Jones

Mr. Gregory Jones (Ag.)

Director, Research, Planning and Technical Services Division

Gregory Ian Jones is the Acting Director for Research, Planning and Technical Services in the Ministry of Education Tertiary Education Division. Mr. Jones has been involved in the Ministry since its establishment in December 2001, and served in the capacity of Planning Officer II and Senior Economist, and was later promoted, in 2011, to his current position.

He holds a BSc. Economics from The University of the West Indies, St. Augustine which he attained in 1981. Mr. Jones is a public servant with over 30 years work experience and has served on numerous Cabinet-appointed committees on National Development. He was also a member of the Board of Governors in the Cipriani College of Labour and Cooperative Studies for approximately 10 years, acting as the Chairman for the Finance and Tenders Committee for the majority of the duration. During the last year, he has been a key member on the Ministry’s management team preparing the Ministry’s Draft Strategic Plan.

Mr. Jones is an essential resource to the consultant preparing the draft for Ministry of Education Tertiary Education Division 2015-2025.

Ms. Shobha Jaisir

Director, Human Resources

Ms. Shobha Jaisir was promoted to the position of Director, Human Resource Services in the Ministry of Education – Tertiary Education Division and assumed duty on September 16, 2015.

She began her career in the Public Service in the Ministry of Education as a Temporary Clerk I. She has also worked at the Trinidad and Tobago Police Service, Trinidad and Tobago Defence Force, Ministry of Communications and the Ministry of Trade, Industry, Investment and Communications.

Ms. Jaisir holds a B.Sc. in Human Resources Management and intends to enhance the performance of the Human Resource Management Unit by ensuring her experience and knowledge in all functional areas of HR is shared with her staff.

Additionally, she is a certified ALTA Tutor and does volunteer tutoring at NALIS during the week.



Ms. Dianne Shim

Ms. Dianne Shim

Director of Finance and Accounts

Dianne Shim brings a wealth of experience and knowledge to the Ministry of Education Tertiary Education Division as the Director of Finance and Accounts. She began her career in the Public Service in 1980 at the Government Printery and was then assigned to the Parliament of the Republic of Trinidad and Tobago where she was responsible for typesetting and formatting of the Hansard.

In April 2003, one year after becoming ACCA qualified, Dianne was appointed to act as an Auditor III in the Ministry of Works and Transport where she was promoted to the position. She was subsequently appointed to act as an Accountant IV at the Customs and Excise Division in December 2005 where she was employed for six years. While there she was promoted to the position of Accountant IV at the Board of Inland Revenue Division.

For the period 2012 to 2013, Dianne acted as Director of Finance and Accounts at the Ministry of Education, Ministry of Public Administration and Judiciary.

Mrs. Teresa Davidson

Director, Funding and Grants Administration Division

Mrs. Teresa Davidson completed her tertiary education at the University of Waterloo, Ontario, Canada where she graduated with a Bachelor of Environmental Studies (Honours) with a major in Geography. She has a Post Graduate Diploma in Management Information Systems (with distinction) from the Arthur Lok Jack Graduate School of Business and was awarded the “Top Student Award” in her class.

Her public service career started in the Research Unit of the Town and Country Planning Division. She has represented the Government of Trinidad and Tobago at numerous conferences around the world, and in 2000, she presented a paper at the First World Symposium in Tele-education for Developing Countries at Manaus, Brazil.

Ms. Davidson has worked on the development and implementation of policies relating to both the Government Assistance for Tuition Expenses (GATE) Programme and the Higher Education Loan Programme (HELP).

She is currently the Director of Funding and Grants Administration Division at the Ministry of Education Tertiary Education Division.

Mr. Stellan Ragbir

Manager of Information and Communications Technology

Mr. Stellan Ragbir holds an (MBA) Master of Business Administration Degree (Distinction) from the Arthur Lok Jack Graduate School of Business/University of the West Indies (UWI), a Bachelor’s Degree in Information Systems, a Diploma in Computer Engineering, as well as numerous other certifications.

With over twelve (12) years of industry experience and valuable experience in the fields of ICT Management for both Voice and Data, he has knowledge of both Private and Public Sector Rules and Regulations, Project Management, ICT Budgeting and Procurement, Contract and Support Negotiation and Management, Business Communications, Supervisory Management, Occupational Health and Safety, Procedure and Policy Development, Business Continuity, Business Process Re-Engineering, Risk Analysis and Disaster Recovery.

He also serves as a member of the Board of Directors at iGovTT, the National ICT Company of Trinidad and Tobago. With such an encompassing career in the field of Information and Communications Technology, he brings a wealth of experience to the table for the undertaking. He has served on several committees and sporting disciplines and is an ardent cricketer and table tennis player. He currently holds the position of Information and Communications Technology Manager at the Ministry of Education Tertiary Education Division.

Ms Wanti Chadee

Ms Wanti Chadee

Director, Projects and Programmes

Wanti Chadee is the Director of Projects and Programmes in the Ministry of Education Tertiary Education Division. She has worked in this Ministry for approximately eight years managing its Development Programme and has served for over 17 years in the field of project management within the Public Sector. Her educational background includes a B.Sc. in General Sciences and a M.Sc. in Project Management with a distinction from The University of the West Indies. She is notably trained and certified in Project Planning and Management, Public Procurement, Process Improvement, Measurement and Management Strategies, Managing Public and Private Partnership Projects and Project Administration.

Her educational background and training has afforded her the opportunity to work in the Public Sector, in a variety of Ministries and state agencies including the Ministry of Community Development, the Ministry of Social Development, Office of the Prime Minister, the Sports Company of Trinidad and Tobago, the Water and Sewerage Authority, and the College of Science Technology and Applied Arts of Trinidad and Tobago.

Ms. Chadee aspires to utilize her knowledge and experiences to improve the rate of success for the Ministry’s Development Programme Projects and more importantly, to ensure that the processes and procedures used are in accordance with best practice and good governance.

Ms. Mala Roop

Business Operations Coordinator of Financial Assistance Studies Programme (FASP)

Ms. Mala Roop joined the Ministry of Education Tertiary Education Division in January 2015 and currently holds the position of Business Operations Coordinator in the Financial Assistance Studies Programme (FASP). Prior to that, she was employed with the Ministry of Education and served in various units, departments and schools such as the Ministry of Education (Head Office), Division of Technical, Vocation Education and Training-On-the-Job Training Department (Central Office), John S. Donaldson Technical Institute, St. Augustine Secondary School, Vishnu Boys Hindu College and Lakshmi Girls Hindu College.

She has a Master’s Degree in Human Resource Management from the Heriot-Watt University, Edinburgh Business School and a Bachelor’s degree in Business Management from the University of Sunderland.

She also has a Diploma and Advanced Diploma in Administrative Management from the Institute of Administrative Management and a Certificate in Health, Safety and Environmental Processes from the University of New Brunswick.

Ms. Bibi Khan

Ms. Bibi Khan has over nine years’ experience in the field of media, communications and publications. She holds a Master’s degree in Mass Communications with a specialisation in Public Relations and Political Communication from the University of Leicester, a Bachelor’s Degree in Mass Communications and an Associate Degree in Journalism/Public Relations from the College of Science, Technology and Applied Arts of Trinidad and Tobago (COSTAATT).

Some of her certificates include Presentation Skills (2015), Performance Management and Appraisal System (2015), Reporting on Parliamentary Practice and Procedure (2011), Human Resources Management (2007), and the Reuters Certificate in Business New Writing (2005).

Prior to joining the Ministry of Tertiary Education and Skills Training in February 2015 and subsequently the Ministry of Education in September 2015, she worked at COSTAATT and several local media houses including the Caribbean New Media Group (CNMG), CL Communications and WABC 103.1FM. She has worked at two international summits – the Fifth Summit of Americas (VSOA) and the Commonwealth Heads of Government Meeting (CHOGM 2009) where she gained critical skills and experience in publications, sponsorship, event planning and coordination, marketing and promotions and media relations.

She currently holds the position of Manager, Corporate Communications at the Ministry of Education.

Ms. Joycelyn Clarke

Manager of Nursing Education Unit

Ms. Joycelyn Clarke has been a Registered Nurse/Licensed Midwife for the past forty five (45) years, thirty (30) of which have been in the sphere of Nursing Education. Ms. Clarke was previously employed with the Ministry of Health for over forty (40) years, until the transfer of the Nursing Education Unit and the Schools of Nursing and Midwifery from the Ministry of Health, to the Ministry of Education Tertiary Education Division in 2011.

Her department has oversight for eight (8) Schools in Trinidad – the School of Nursing, Port of Spain, the School of Psychiatric Nursing, St. Ann’s, the School of Nursing, Palms Club, San Fernando, the School of Community Health and Post Basic Nursing Education, Port of Spain, the Nursing Assistant Training School, Port of Spain, the Nursing Assistant Training School, San Fernando, the School of Midwifery, Port of Spain and the School of Midwifery, San Fernando.

Ms. Clarke has a Master’s degree in Education from the University of Sheffield, a BSc in Nursing Education (Honours), a Certificate in Nursing Education (Honours) from The University of West Indies, and a Certificate in Management Studies from The University of the West Indies.

She currently holds the position of Manager, Nursing Education Unit at the Ministry of Education Tertiary Education Division.
